Job Description:
JOB SUMMARY
The Field Human Resources Manager oversees HR operations in multiple departments across the County. Primary responsibilities include assisting management with employee relations matters and working with the HR team to coordinate other HR functions including talent acquisition and retention, training and development, performance management, absence management, workers’ compensation etc. while ensuring compliance with policies and regulations.

- Reports to the Director of Human Resources.
- Supervises HR Professionals in multiple departments.
ESSENTIAL JOB FUNCTIONS
Under the supervision of the Director of Human Resources, the Field Human Resources Manager will perform the following duties:
- Collaborate with HR leadership in Managing and resolving complex employee relations issues.
- Conducts effective, thorough, and objective investigations.
- Provides day-to-day performance management guidance to line management (e.g., coaching, counseling, career development, disciplinary actions).
- Work with employees and managers to identify and implement reasonable accommodations for employees with disabilities, ensuring compliance with ADA law.
- Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
- Provides HR policy guidance and interpretation.
- Identifies training needs for departments and coordinates or facilitates implementation.
- Supervises HR staff in select departments assigned to ensure HR operations are in compliance with County Policies as well as Federal and State Laws.
- Main point of contact for County HR Liaisons.
- Collaborate with the Compensation and Classification Analyst in ensuring that jobs are classified accurately and budgeted.
OTHER SPECIFIC TASKS OR DUTIES
- Keeps abreast of any changes with state and federal employment regulations and labor laws.
- Ensures compliance with all Human Resource related compliance areas including, but not limited to, EEOC, FMLA, ADA, etc.
- Travel to other County of Lancaster office locations.
- Perform other duties as assigned.
MINIMUM QUALIFICATIONS
- Bachelor’s Degree in Human Resources, Business Administration of similar field of study and three years of relevant job experience.
- Associates degree and five years of relative experience, or a total of seven years of relevant experience.
- Previous supervisory experience is highly preferred.
- SHRM-CP/SHRM-SCP or PHR/SPHR preferred
KNOWLEDGE, SKILLS AND ABILITIES
- Advanced knowledge of laws and regulations relating to FSLA, ADA, EEOC, etc.
- Ability to use computer-based applications such as MS Word, Outlook, applicant tracking systems, and external websites.
- Advanced skills are required in Excel.
- Previous experience with PeopleSoft, NEO.gov, Workday, or other comparable HR Information Systems is preferred.
- Strong attention to detail is vital to this position.
- Strong written and verbal communication skills
- Strong critical thinking skills with the ability to use analytics to make decisions.
REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES
- HRP or SHRM-CP highly preferred, CCP highly preferred
PHYSICAL REQUIREMENTS/WORK ENVIRONMENT
- Work is primarily sedentary in nature.
- No special physical requirements.
Compensation Range: $62,049.00 – $93,073.50
