JOB SUMMARY
The Human Resources (HR) Assistant supports the daily operations of the Human Resources function at Lancaster County Prison (LCP), ensuring the efficient administration of HR tasks for a workforce of approximately 300 team members. This role involves a variety of personnel-related duties, such as maintaining employee records, processing documentation. Additionally, the HR Assistant contributes to recruitment, onboarding, employee relations, and compliance efforts, helping to foster a positive and productive workplace environment in the Prison. ESSENTIAL JOB FUNCTIONS
Administrative Duties:
• Provide administrative support for HR projects or initiatives.
• Maintain electronic personnel files ensuring accuracy, integrity and confidentiality.
• Process employee action request ensuring completeness and compliance.
• Manage both electronic and manual filing systems to ensure compliance with legal regulations and company policies.
• Work collaboratively with internal and external departments.
Recruitment & Onboarding:
• Assist in the recruitment process by screening applications, resumes, and scheduling interviews via automated process or telephonically.
• In coordination with County HR, assist with processing of all required clearances, conducting reference and background checks on potential employees.
• Support new hire onboarding, preparing necessary documentation and conducting new hire orientation sessions acclimating new employees to the County.
• Serve as a source of information for new hires pertaining to overall compensation.
• As needed, serve on the Interview Committee to support a structured process to evaluate candidates fairly, consistently, and objectively.
Compliance and Policy Support:
• Assist in audits and compliance checks by gathering and organizing documentation.
• Maintain a working knowledge of the collective bargaining unit agreement to include, wages, grievances, and disciplinary actions.
• Support the County’s HR practices ensuring compliance with employment laws and regulations (e.g., FMLA, ADA).
• Support the implementation of HR policies and procedures to maintain a fair and consistent workplace.
Data Entry & Systems Management:
• Utilizing the HR Information Systems (HRIS), prepare change notices for all employee actions to include, but not limited to, classifications, new hire, leave of absence, promotion, separation and evaluations accurately and timely.
• Knowledge of HR database to access reports to obtain and analyze metrics such as turnover, attendance, and employee demographics.
• Assist with processing and management of employee leave of absences within HR database.
• Performs periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately.
MINIMUM QUALIFICATIONS
- Education requirement is completion of a high school diploma; must have at least four (4) years of experience related to position with strong aptitude and ability in administrative, interpersonal, and organizational skill; or any combination of education and experience which has provided the knowledge, skills and abilities cited above.
- Proficient in Microsoft Office 365 Suite (Word, Excel, PowerPoint, Outlook, Bookings, SharePoint)
- Experience with Human Resource Information Systems (HRIS)/Human Resource Management System (HRMS); Workday experience is preferred.
REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES
- Valid driver’s license and acceptable driving record
- Prison Rape Elimination Act (PREA) background check clearance
- Pennsylvania Child Abuse History Clearance Record (ChildLine and Abuse Registry) clearance
- Pennsylvania Access To Criminal History (PATCH) check clearance
PHYSICAL REQUIREMENTS/WORK ENVIRONMENT
Physical Demands: Ability to maintain good physical fitness, withstand standing, walk, run, climbing up stairs, or sitting periodically for eight (8) hours or more. Must be able to lift to fifteen (15) pounds at times.
Job Hazards: Includes exposure to disease or infections. This position has been identified as having the potential for exposure to Hepatitis B. Access to training and a voluntary vaccination against Hepatitis B is provided
